The cross-shaped toggle sleeve/T-piece prevents the bungee loop from coming loose when moved, for example by wind or load.

The T-piece, also known as a toggle or tilting sleeve,reliably secures tarpaulins, tarpaulin covers, advertising banners, etc. in windy conditions –tensioned and untensioned – from slipping out.
